IELTS with 6 - 7gets 40 – 50 % scholarship (in tuition fees only)
IELTS with 6 – 7 gets 50 – 60 % scholarship (in tuition fees only)
IELTS with 7 - 8 gets 60 – 75 % scholarship (in tuition fees only)
IELTS above 8 can get 80 to 100 % scholarship

Yes, dependent can apply together. For bachelors after 18 months and for masters after 6 months one can apply for dependent visa.
For D2 visa one must secure 2.80 GPA or 70% for 100% visa success rate. (For Masters and Bachelors), For Diploma, CGPA 2.20 or 50% is required.
